Mr. Christopher Deane, a rising Senior, was selected to be the Liaison. He has served as class president, FBLA president, and SCA Secretary. In addition, Christopher is a member of the National Honor Society and has been selected the attend Boys State and the Hugh O’Brian Youth Leadership Conference.
Miss Kelsey Tucker, also a rising Senior, was selected to be the Alternate Liaison. She will assist the Clerk of the School Board and fill in if the Liaison is absent. Kelsey is a member of the Student Council Association, a member of the Photography, and was the president of her Freshman Class. courses.

Board Meeting Calendar |
The Cumberland County School Board meets on the second Monday of each month. The closed session begins at 6:00 p.m and the public meeting begins at 7:00 p.m. The meetings take place in the Middle/High School Cafetorium. The dates for 2010 are listed below: |

| 2011 Legislative Priorities |

The 65% Rule: The Cumberland County School Board strongly supports the Standards of Quality (SOQ) as the foundation of the education program in Virginia and believes that all mandated education programs and services should be funded on the basis of realistic costs. Legislation requiring school boards to allocate at least 65% of their operating budgets to "instructional spending" should be rejected because it restricts a board's constitutional authority to supervise schools. Furthermore, there is no consensus as to what constitutes "instructional spending". The federal definition omits a number of spending categories that school systems are mandated to fund by state/federal lay (e.g., school counselors, assistant principals, services for special education students).

Extended School Year and Pre-Labor Day Opening: Control of the public school calendar should be left to local school boards. The current law, which grants certain school divisions waivers to open before Labor Day, has resulted in the development of two-tiers where over 60% of school divisions are allowed pre-Labor Day openings and the remainders are denied this flexibility. School divisions that are allowed the early opening maximize the number of instructional days before Standard of Learning (SOL) and Advanced Placement (AP) testing which affords them an unfair advantage over school divisions that are denied the waiver. In addition, school division should be allowed to increase the minimum number of instructional days beyond 180 days, commensurate with an increase in state funding.

Probationary Period: The probationary period for teachers and instructional supervisory personnel (principals, assistant principals, and supervisors) to attain continuing contract status should be extended from three to five years. Extending the probationary period from three to five years will enable school divisions to obtain a more longitudinal view of a teacher's performance on recently adopted student growth measures.

Non-renewal and Reassignment Notification Date: The date by which school boards must give notice of non-renewal of probationary teachers and the reassignment of continuing contract principals, assistant principals, and supervisors should be changed from April 15th to June 15th.

Unfunded and Underfunded Mandates: School divisions recognize that there are two types of unfunded and underfunded mandates. The first are mandates which do not work and serve no educational purpose; and the second are mandates which may work and serve an educational purpose but should be funded by the state. However, both types of mandates require school boards to eliminate programs, forgo raises, and eliminate positions. Thus, no new mandates should be enacted without adequate state funding.

Rebenchmarking and the State Budget:
* The Cumberland School Board supports restoring state money for BASIC Aid and Categorical funding.
* The Cumberland School Board supports the Virginia Attorney General's opinion that rebenchmarking should reflect the actual cost of providing K12 public education.
* The Cumberland School Board opposes any changes in the Standards of Quality Funding Formula which would reduce any funds to local school divisions.
* The Cumberland School Board opposes the inclusion of ARRA funds in the federal deduct calculations.

VRS Funding:
* The Cumberland School Board supports fully funding VRS without reducing SOQ funding through a multi-year plan.
